Scott Thomas sexually assaulted more than a dozen foster children placed in his home by Lebanon County Children & Youth Services

Scott Thomas preyed on vulnerable foster children that Pennsylvania child protective services placed in his home “to protect them from their parents”. Lebanon County Judge Bradford Charles ordered the sexually violent predator, Scott Thomas (foster”parent”) of Lebanon, to spend 15 to 40 years in a state prison.

Thomas was still a Lebanon County Children & Youth Services foster parent with children actively placed in his home in 2020 even after the 2019 charges. In 2019 and 2020, Thomas was charged with over four dozen offenses including involuntary deviate sexual intercourse, sexual assault of a person under 13 years old, possession of drug paraphernalia, and possession of child pornography. He pled “no contest” to the charges on Feb. 25, 2021, and was sentenced to 15 to 40 years in August 2021. He was also charged with possession of methamphetamine in Feb. 2021

District Attorney Pier Hess Graf says the bulk of the jail sentence comes from the most serious charge, involuntary deviate sexual intercourse. “District Attorney Pier Hess Graf told LebTown that “[a]t the time of the report which led to [the 2020 charges], Mr. Thomas was still a [Lebanon County Children & Youth Services] foster parent with children actively placed in his home.”

She added that “[a] search of the [Thomas] residence later revealed the drugs, paraphernalia, and devices which contained child pornography.  The [2020 charges were] far more severe . . .” and constituted “the main portion of the sentence imposed.”  

Veronica Thomas, Scott Thomas’ wife who is finally no longer a foster “parent” faces pending charges for distributing alcohol and drugs to minor children in the foster placement.

Dozens of vulnerable foster children were placed in the Thomas home by the state of Pennsylvania where they were sexually attacked. It was during that visit to the home, officers were approached by a teenage foster child who told them that Thomas did the following:

Molested children

Possessed child pornography

Created pornographic images with the children

Gave the children marijuana

Gave the children alcohol

Got high on meth. while the children were in the home

Thomas later confessed and pleaded guilty.

Lebanon County Children and Youth Services had three foster children placed there at the time.

Police interviewed two children under 10 years old who were forced to commit sexual acts with Thomas and told to “keep it a secret.”

One of the children said he assaulted them after they got home from school each day.

Multiple electronic devices held 532 images of child pornography. Many of the images were extremely graphic.

The images were of children ranging in age from toddler to teenager, including children he cared for– one as young as 2-years-old.

The Sexual Offender Board determined that Scott Thomas has incurable ‘pedophilic tendencies.’

Megan’s Law requires Scott Thomas to register as an offender for the rest of his life.

Veronica Thomas is charged with two misdemeanors for corruption of minors and furnishing them with alcohol. Her attorney has requested an Accelerated Rehabilitative Disposition. ARD is a program for first-time offenders, if she completes the requested program, the case and charges against her would be expunged from her criminal record.
