And we wonder why the U.S. is #1 at buying and selling human beings! Warning: This story contains descriptions of sexual assault.

The FBI says that Brian Jeffrey Raymond, a U.S. Embassy staffer and a CIA employee is a serial rapist. Brian Jeffrey Raymond is accused of drugging and sexually assaulting at least 24 women over a 14-year period.

The CIA’s serial rapist was arrested October 9, 2020, and pled guilty this past July to two counts of sexual abuse and one count of transporting obscene material. The Daily Beast reported, the investigation into the veteran CIA man began after a passerby spotted a “naked, hysterical woman desperately screaming for help” on the terrace of a Mexico City apartment leased by the U.S. Embassy. Investigators later uncovered nearly 500 photographs and video footage of numerous women passed out in Raymond’s bed. In some, a man can be seen holding open the victims’ eyelids, waving their limp arms and legs around, or putting his fingers in their mouths to demonstrate that they are unconscious, according to court filings.

Brian Raymond is known to have worked in six countries and passed more than 10 polygraph exams over the last 20 years of working with the CIA. He met the victims on social media sites; Bumble, Hinge, and other dating apps. Nine of the victims were raped in Raymond’s official government residence after drinking alcohol believed to have been mixed with something that caused victims to experience “memory loss during their time with Raymond”.

Raymond’s online search history shows that he looked for phrases that include;  “passed out black girl,” “deep sleep,” “Ambien and alcohol and pass out,” “dissolve,” and “passed out and carried.” The Daily Beast reports that one set of photos depicted Raymond abusing an unconscious woman, exposing her breast and pulling down her shorts. The next morning, Raymond texted the woman, according to investigators, “[H]opefully you aren’t too hung over today,” he said. “Hey!” the woman replied, obviously unaware as to what had happened. “Yesterday was rough. I had a massive hangover… lol. I had fun too! We have to do it again.”

That woman went on another date with him and apparently had no recollection  of being assaulted until investigators interviewed her. Another victim says that she may have had sex with Raymond “at least three times, but she only has small fragments of memory of the encounters”.

On October 25,2021 the FBI posted, FBI Washington Field Office and U.S. Department of State’s Diplomatic Security Service’s Office of Special Investigations Seek Information Regarding Serial Sexual Offender and Former CIA Employee Brian Jeffrey Raymond saying;

The FBI Washington Field Office and the U.S. Department of State’s Diplomatic Security Service (DSS) Office of Special Investigations are asking for the public’s assistance in seeking information about serial sexual offender Brian Jeffrey Raymond, who resided in the Washington, D.C., and San Diego areas and traveled extensively for work and leisure, and lived in numerous countries, including Mexico and Peru.

Raymond was living in Mexico City and working at the U.S. Embassy from August 2018 until May 2020.

Raymond previously worked for many years at the Central Intelligence Agency (CIA). In the United States and internationally, Raymond met many of his victims on various dating applications. He speaks both Spanish and Mandarin Chinese. During the investigation, FBI and DSS recovered from Raymond’s electronic devices hundreds of photographs and videos created between 2006 and May 30, 2020, depicting at least 24 unconscious and nude or partially nude women. Almost all of the women in the photos and videos experienced memory loss during their time with Raymond and had no knowledge of the photographs, videos, or any physical contact.

If you believe you have been a victim of Brian Jeffrey Raymond, or if you have information about Raymond, the FBI requests that you fill out a secure questionnaire, available at fbi.gov/BrianJeffreyRaymond. You can also contact the FBI via email at ReportingBJR@fbi.gov or by phone at 1-800-CALL-FBI.
